865003 goes into units handed over without a linen cupboard. It is the only place in that bathroom where a spare towel can be kept, which makes it a fit out item and not an accessory.
Restocked by the resident
Nobody services these units daily. Set the rack at a height a resident reaches without a step, and agree it with the operator before rough in.
Towels issued per unit
Ask the operator how many towels each unit is handed over with. That number decides whether one rack covers the bathroom or a second piece is needed.
